If I were to put my cynical hat on I'd suggest that the devs knew the CU would mothball the crafting community and thus added the 'finished' quest rewards to save their favourite combat players the anguish of not being able to find a crafter to make their quest reward for them (poor little dears.....)


It matters not to the that any player with a pure crafter might as well not bother to buy ROTW because its pretty much all combat based.......
