Yep... just like you SkunkDuster... I've got a ton of harvesters on that 995 metal. I sell real 98% vehicles and they go fairly quickly even though I sell them at the high-end. I too am upset with those that lie and sell vehicles of worse quality than they advertise. I really think that the Devs should add the experimentation percentage AND hitpoints to the deed info box.

Well when I look at the resource costs:
When I get 3 CPU resources the costs for the swoop will be 8.000*3= 24k
For high end swoops (the 98%) the costs will be much higher, so aren't really worth the costs they bring with them. For Example:
You use (on Chimaera) 996 SR iron (like 20CPU) and 949 SR Allu (5CPU), your costs will be ==> 6.4k*20 + 1.6k*5 = 136k costs of the swoop 
That isn't really worth it i guess.
So I'd sell swoops depending on their resource costs, and I usually buy 1 mil+ units of 1 type, so I get big discounts on them. And you can make crates that way (they stack upto 50/crate)
