This is true for most places, but bear in mind that there are some locations where the restrictions have changed since launch. The Imperial Outpost on Dantooine springs to mind. It used to be possible to place structures within just a few hundred meters of the outpost, but that distance has since been increased. However, on many servers there are still structures left over from the very early days of the game when the old restrictions were still in place.

Most cities have limits at 1000m out, but there are a few exceptions. Kaadara has 500m and some outposts have even shorter range. You can normally tell from the closest houses. POIs can be from 500 to 1000m from the center. Especially the southern part of Tatooine have lots of them because of a silly farmer boy and his friends. If you are south of Bestine and there are no structures around, you are probably in a POI zone.
I've gotten the 'You can't place here' a few times when I've place on a green area close to another harvester or a yellow area. I believe it's because the harvester marker warp a little just as I place it. Trying again normally helps for me.

Arrgh! Don't get me started on the Lars Homestead!

All that prime flat land going to waste!

Parameters.

Harvester size if its a large or medium harvester it needs a decent chunk of non interupted space. Tattoine is notorious for cracks and holes denying you mineing opportunities.

Player cities eat up huge areas that would otherwise be mineable.

The placement system is really viscious on tattooine. My suggestion is come to a complete stop, and then try moveing the box around till you find a green spot. If you cannot you will have to move some distance. Not uncommon to end up placeing a medium two hundred or three meters from prime.

POIs there is no real set system. Player houses can almost be ontop of fort tusken, and a 1000 meters from the skywalker ranch is a no build zone.

Here are my best suggestions to avoid the greif.

Get to know the good areas for placeing harvesters. Some of the valleys south and west of tattoine are good. You will usually find one boiling hot spot or two. Not a good place for player cities with the rough terrain. No reall POIs to deal with spawns are less of an issue. Player houseing is less of an issue. Try to stay away from the cities. Do not be afraid to use personal harvesters. Sometimes its the only way to get on the best deposit.

Your right Tattoine is hell to mine on with its terrain generateing the most problems.

Does any find amusing the fact that the majority of resource mining operations in real life take place in mountainous terrain that we can't possibly drop harvesters on?

Hadn't thought of it that way before.
