You need a "Weapon, Droid and General crafting tool". You can make one of these with your generic crafting tool or buy one off the Bazaar. After you make or purchase one of these it functions just like thegeneric crafting tool that you started with, allowing you to use any schematic that calls for a generic crafting tool as well as thoseschematics requiring an advanced crafting tool.

Actually I don't think you need a specialist tool for Personal Wind Power. If you did then it would be Structure/Furniture not Weapon.
I think the problem is that the original assumption was you grind through Eng 3/4, I think you get this [b]after[/b] Eng 3.... So the original poster can't get them yet if they have just Eng 2.

You *used* to need a structure tool for installation deeds. They changed that withone of thepublishes and you can now use the "Weapon, ect. tool" in place of any of the other specialized craftingtools. I used to have to carry one of each and now I carry multiples of one kind. I have no idea if the other specialized crafting tools offer the same functionality.

You really want the Wind Survey Tool for grinding Artisan. It is the best bang for your buck.
