I think the quality of the materials used is prbably the biggest reason for this type of powerup - as long as you consider it's being used by a Master Artisan with decent tools. Not sure the exact best resources for powerups, but I'd say Copper with high overall quality and conductivity and liquid petrochem (I think)

Boinky, I don't think the type of resource really makes a difference. What you have to look for is high Overall Quality in both the metal and the chemical. Right now I'm using aluminum and fiberplast both with OQ in the high 900s. The initial Great Success will give a base of 28% for both Effectiveness and Durability. With my 11 points I max out Effectiveness at 95% with 10 points and put my last point to Durability to get 35-36%.
