Can anyone explain why it is better to learn 1&2 in Investigation instead of block by block?

You'll need a mineral resource survey tool to find a good spot for radioactive power.

Yeah good lesson there. Sampling radioactive will hurt you. Just trust what you see on your survey tool

I remember when I first started playing. I like most folks at that time had no creds, so like others I spent most of my time running around the Bestine area surveying and sampling.
I remember my first Harv, it was a wind gen...probably has a BER of5 or 6. I had no clue how resource shifts worked so it was made out of what I was able to scrape together.
My first miner was a BER 3, I remember it because after using it and a couple others I started slowly upgrading/replacing them until I reached 4404 Artisan and my first BER5 personal miners. That was a happy time, BER5 Miners and BER9 Wind Gens. Think thats as good as you can get em... not sure now though havent made any lately.

Heya
I have read up about the DE profession etc, as I have never been a crafter before, but I want to try and get into DE, it seems cool but it looks so confusing. I have heard that the DE prof is broken atm? did Pub 22 fully fix that or am i going to find it hard to start a DE grind...
Any help would be great!

Grinding the DE profession can still be done. There's *always* going to be bugs; you just have to assess what you're threshhold for pain is. 
In my opinion, despite all the broken/bugged stuff in this profession, I still enjoy crafting and running a droid storefront. It's a complex profession, but once you learn it, it's relaly not that bad. Keep a notebook handy.
