Hmm, not sure if i am understanding. but it is possible to mine the radioactive material with a normal mineral harvester (personnal, medium or heavy). it doesnt need "processing" or anything, the down side of doing this is that whereas a fusion only needs maintenance, the harvester needs power and maintenance, also a fusion requires less maintenance than a medium or heavy harvester yet can have a higher Base Extraction Rate (BER) 14 is the max for fusions, 10 for medium harvs and 13 for heavy harvs.
One additional point, the radioactive material mined by a mineral harvester doesnt automatically get fed back in to"power"the harvester, you still have to retrieve it from the output hopper and feed it back in by adding power on the radial (i think there is also a command to add power something like /addPower, but i'm not certain)

Personally, I check www.swgcraft.com on a weekly basis to find my radioactive, to see if any have spawned. This list is pretty up to date, and gives the planet and stats of resources. Once you have those, go and survey to your hearts content to find a decent spawn.
Sampling radioactive used to damage all 3 pools...but now mind doesn't seem to be affected, only health and action.
I guess the devshad enough ofartisans sampling radioactive just outside the cantina doors
