You people seem to forget you need novice artisan to survey. Sure anyone can place them but they either need to get lucky, look for existing harvesters, get a waypoint from an artisan or get novice artisan themselves.
They're trying to create interdependancy. Making the certs at novice artisan doesn't really mean anything because if they have to pick up novice artisan to even think about dropping a harvester, they can just survey themselves, removing the current method of paying an artisan to find a decent waypoint to a particular resource.
This entire idea is retarded. Whoever brought this one back up should be deathblowed

It has to be the dumbest idea I've ever read. It'd destroy the architect profession with a flood of harvesters going on the market.
