I think he means that the cost of a new vehicle would be cheaper than the cost of repairs, which considering the low prices of vehicles i've seen i wouldn't doubt.
Now that newbies gat a 'Rental Vehicle' for a short period of time I think the demand may rise. Personally I sell Swoops, Speeders and X34's and I'm shifting about 1 a week fom my unadvertised vendor on Corellia (Farstar) and I seel 1 or 2 a week on the street.
I was just giving them a way for a time, when I couldn't get above 62% Exp, but now I'm making 93% Swoops I sell them for about 20k each.

But to answer the question, as a combat professional who NEVER remembers to repair my bike, I go through about 2 swoops and 1 or 2 speeders (backup vehicles) a week

EXCELLENT IDEA, help those artisans out with their money woes. The main problem is people will take off the artisan title cause they will be getting tells asking for vehicle repairs....Great idea, i'd love it if it got implemented, i like paying other players for things, i despise garages and needing a trainer for novice skills for this same reason.

I've a speederbike (on loan) and when it gets down to about 80% health I repair it for approx. 3k a time.
So, if you work out how much it will cost to repair a vehicle from totally (bar one point) broken, then you know what price bracket to aim for. If it's more cost effective to buy new rather than repair old, you'll sell lots of vehicles.
Of course, you won't be selling your rides for the higher prices others will be, but you will be selling more vehicles more often to a wider demographic so will probably get much more in the way of profits. Less per vehicle, but more in total overall.
It's Fords vs. Ferraris really...

But to answer the "How often do I need a Vehicle" question - I don't need one at all. I ride a Cu'pa. Both Graf and Blutigfaust ride Cu'pas.
