What does a -1 Rifle Accuracy While Moving tape do?
I've always seen +'s , but saw this -1...does it take away from you? Is it an infinate?

It does just what it says. 1 less rifle accuracy for you! We already have 0 "Accuracy while moving" mods, so this would be a very fun way to make those Durni hunts on Corellia a lot more exciting

There is some Accuracy While Moving granted in the master box, +15 as I recall. This would reduce that by one :-)
I have a +6 attachment, I hope it helps but it's hard to tell.

I need a rifle speed skill tape but i haven't found any for sale, except for one person spamming he was selling one for 3 million in Coronet
Do some NPCs drop skill tapes more than others?
And im afraid of where to put skill tapes. All my clothing has decayed by now, and itsa pain to keep reinsuring it for every death. As it is now, clothing that is broken from repair attempts (negative condition) or just worn out (0 condition) can still be worn and retains whatever skill modifiers it has. They might change this (eaca mentioned that).. and im afraid that a very expensive skill tape might go to waste if i forget to insure.

There are 2 specific items that I know of that don't decay. Mabari (probably spelled wrong) armorweave belt, and Ubese armor shirt. Skill tapes can be placed in both of these items and will not decay. Rifle Speed tapes are very expensive because the are rare and have a profound effect. My speed was 90 as a master. When I added one +4 speed tape I noticed a significant difference. If you have it to spare, they are worth the money.

Sorry for a newbie question but can't seem to find it on the top...
Is this to be add in after the armor is made or during the process?

After.
When you build armor, sometimes it has sockets (max is 4 per part).
You can put skill tapes in sockets.
And you don't need to be armorsmith to put it in.

is it possible to put medexp/assembly tapes in a crafters apron that already has those mods or will they be cancled out?

You cannot stack any mods in any clothing. That also means you can only use one med exp tape per piece of clothing, as well as assembly.

It's even more difficult when you take into account that multiple SEAs in the same garment won't stack. SEAs have been buggy (featured?) like this forever, and have elaborate workaround rules in some cases. The thing to remember is no more than one Mind Enhancement skill tape per garment, and don't put a tape into an Exquisite Leotard thinking that the skill mod will add with the leotard's +5. Plan your buffing bonus outfit accordingly.
