I know the caps, have done the calculations a few times over and can't think of an actual way an Armorsmith can get those numbers. I know there is a way to exploit to get that but before I get nasty and jerk the offending smith's chain, I thought I'd double check myself with brighter peers on this issue.
The special protections being 6158 is what alerted me. I know I have to use primus layering to get 6500+ kin/energy armor (which is the range possible on Flurry). That however will drop the specials down to 5400ish range. So I ask what gives? Can anyone reasonably explain if the base of 6158 is possible with those numbers on kinetic and energy and if so, how?
Thank you in advance to any answers. I hope I am not crazy in reporting this. Correct me if I am wrong, please.

Without doing the maths (too tired for anything except meaningless trolling right now), I´d say it is quite possible - it has probably been sliced pre-publish 20, that would explain it.

I've got a suit of RIS like this leftover from pre Pub 20 days. Primus layered and sliced, 6800+ kinetic and energy, 5900+ special.
If you ever get to examine it, it will be easy enough to tell. It will be sliced but have none of the new categories.

Pre pub 20 slice I can believe. The fact that there is a lot of it on the bazaar for real cheap, I can't believe. When I get home, I'll go examine for slice.
Mathematically speaking I want to know if this is possible at all. It does not seem possible using primus plus one or two of each type of special layer to offset the subtraction to special protction due to primus layers. I was thinking then if the 12 layers going in were split in different ways per segment. I can't see it or am missing something in my understanding of layers. If this indeed possible, would you not want to ditch making all primus layered suit of Battle?

Its poor primus armor (made with medicore segment and core resources that wont reach unlayered cap) that has been pre pub 20 sliced

I think it is possible. I forget, though, what a pre Pub 20 slice would give you. Nine percent stick in my mind for some reason. It could have been made with just a few primus layers on noncapped cores to minimize the spread between KE and SP. Weird that there's so much of it available, if that's what you're saying.

The increase varied depending on the starting valus I think. My guess is the smith couldnt hit the caps and so hired a smuggler, or was one themselves to boost their armor to make it sell. It didnt sell that well, and is now being dumped on bazaar

It is no longer possible.
Thisis armor that was made after the CUbut before the smuggler patch (the one where the new slice kits started dropiing).
From the looks of things, this armor used to be 5931 but had a) some reallyterrible primus added or b) it wasn't quad layered. Then it gotsliced for effectiveness.
I too have a set of RIS with 6880Kin/Ene 5840Base (something close to this).

The big question is why would anyone exploit to gain elemental resist? Elemental resist really doesn't matter in armor anyway.

It is definitely pre20 slice with the old style slice tag on examination window. Good call guys.
I just found it very strange to see it on the bazaar in the quantity I saw. My first impulse was to check myself and make sure I wasn't missing something in my own crafting. Then I had to a double take on the price and had to chuckle.
Pretty sure now it is being dumped off. If I see more of it, I will go /bonk someone.

To get Primus layered stats from crappy unlayered cores, save on resources etc.; no effort spent in collecting resources that sorta thing that would normally irk the ones that put in all the hard work, dealt with the nasty factory time and threw in 10 times more materials to get the same stats roughly.
