Lets see I won't answer the first 2 or the last 1 but the 3rd one I will.
Prices are determined by each smuggler.

Yes. Meaning you can slice it now for 2% speed, and somebody else could slice it later for the rest.
What you have to keep in mind though, is that different slices have different customization values... so what one customer wants isn't always the same as most people want. If you are going to sell sliced guns, it's always a good idea to leave a few unsliced for sale too.

I am a fairly new WS. wondering about slicing. Can an itme continued to be sliced till its at 100%

Hello
I just meet a nice Trandoshan in his space station who gives me a Blackscale acid launcher (my first loot in the Avatar 
)
)Damages : 346-693
Elemental : 154
Attack speed : 2.88 (mine : 1.79)
How would you slice it ?

I would give it a full damage slice, base speed slice, and base critical. Critical is a 3% chance but believe me when it hits with a critical its all worth it.
