AUks quality in slicing definitively does not matter. I have tested myself with 1% aujs and 98% auks....very similair results
Repair skill tapes also supposedly help, but again, I'd like to see data on exactly what each +1 repair does to the end result.
Whether or not quality on repair kits matters, people still want the illusion of better odds on a repair. Since it's pretty easy to get 99% or better on the kits, why not?
As to what you should charge--charge what you think your time is worth and to cover the minimal cost of your kits. I'll repair armor pieces people buy from me for free on request, as do many armorsmiths.

Iwanted to repair a piece of broken armor (condition 0) so I bought a 97 functionality rating tool but I couldn't fix the armor (it just got worse). I asked a master armorsmith if he could do it but he said that he uses the same tool and has no bonus to using it. However, i have noticed that there are skill tapes out there that improve armor repair skill so is what the armorsmith saidright?
Is it just impossaible to fix a condition 0 item? I thought to repair my existing other armor itemsso that theydon't decay so muchnext time I have to clone but I'm worried about breaking them.
pre-cu i've repaired weapons/armor with 99+ tools, with fair success(very few broken/marginals)
post cu i'm 13 marginals, 2 broken out of 15 repair attempts with the same tools. this is from a non armor/weapon smith character.
armor is degrading far too fast, and coupled with excessive marginal repairs, the pieces only last a couple good days before needing replacement.
