You would totally screw over the Imperial side. There is already a larger population of Rebels compared to Imperials on every server. Hurting the Imperials more, limiting the armor use after we finally are able to wear decent armor and then lowering the Rebel armor schem costs, is really going to kill them. You would quickly find what little there is of a GCW on all the servers will be completely dead and gone.
no, it would sccrew the aliens, just like the emporer intended. Many would reroll as humans, or go rebel
human v alien is more like cannon and I am all for that

You're thinking in terms of canon. Star Wars Galaxies is not canon. If it were canon, there would not be a concern over what the ratio of Rebels to Imperials are. People would not complain tothe devsbecause some crackdown troops shot up their speeder, they'd stay in-character and do Star Wars-like things such as fight in the GCW. And there would be a GCW to be fought, not a base-dropping contest.
I can go on with how Galaxies does not compare with what canon dictates for Star Wars, it obviously doesn't dictate SOE's vision of this game. Instead, SOE uses EQ and EQ2 to dictate Galaxies, such as making the Squad Leader the 'Bard of Galaxies' or Ranger the 'Rogue'. We actually had a dev post that the new Squad Leader was the concept of the Bard put into Galaxies. This is not Star Wars.
This is an MMO which SOE has created, which happens to have some textures that look like our favorite movies. Believe me, I wish it were canon. I've been writing about that sort of thing on the GCW and Squad Leader forums for ages (In case you wondered, my alt is an armorsmith, hence my presence on this form. No, I'm not a random troller defiling your forums). But, we have what we have with this game, and right now I can promise you this if your plan for Imperial armor was carried out.
No one would reroll to human. Not one person, certainly no one who had already mastered one elite profession.
Many current Imperials would go neutral, some possibly Rebel. While these would mostly be the half-hearted Imps anyway, any given PvP group of any size has a few of these half-hearted Imps in it (likewise for Rebels). They're in the faction, but they aren't there to be Imperial. They're just in a faction. So, you would hurt the Imperial population.

In my Imperial guild, I would say only 30-40% of them are human. Including Zab's in the bunch would bring it up to 60% or so. That's a huge chunk of our guild that would be screwed over because they're Imperial in a non-canon game.

For every one person that complains about alien Imps, there's ten people that complain about there being more Rebels than Imps. Making it harder to be an Imp would just make things worse. On top of that, I don't think it would make things appear more cannon. Sure, you'd get rid of some alien imps, but at the same time you'd be going against cannon by creating a situation where neutrals and rebels are more prevelant in the galaxy than the supposedly ruling imps. The only way the devs could make things appear cannon the way you want is if they started forcing most players to play only humans. As long as new players can create an alien character as easily as they can create a human character, its going to be impossible to get a game world where aliens are a minority. Personally I'd say go the exact opposite of what you've suggested and get rid of all faction penalties for Imp aliens. This would help increase Imp numbers, which is good for cannon, and good for gameplay.
