The most popular builds are primus-layered battle and assault and energy-layered recon (which is usually for jedi hunting).
All that said, make sure you can cap your cores before you even worry about layers. You want the resists of your layers to stack on the full resists of the cores. If you don't, you'll see more established smiths beating your stats with unlayered armor or putting yours to shame with their layered stuff.

Don't agree with needing to make the unlayered cap before using layers. On radiant we have not had a good battle armor spwans since the CU. I can take resorces that would give 5700K,E,SP and use partial kintic layering to get 6100k, 5200E and 5700 SP. Or Partial Primus layering to get 6000k and E, and 5100 SP. Using non elite resorces for my layers and not using 30k kits I could sell these PvE suits for well below capped unlayed.
Layers dont add protection. Layers shift protection around. You dont need to reach the unlayered cap before you can use layers in PvE armor.
