We did grow back to 60 citizens, almost every single one of them active. That's why it'sso frustrating =)

I'm sorry to hear abot your city. Perhaps you can grow it with active citizens up to the point you had it before. But, if you don't want to work that far into it, I hope you are able to enjoy the game regardless of your setbacks.
I'm glad the rule got removed, at least for now. It was causing more heartbreak and bad blood between everyone than it was worth.
I am Pix, the mayor of Smuggler's Cove, Naboo, on the Radiant server (coordinates -300 5700) and am currently having issues with the supposed planetary cap.
Although there appear to only be nine level 4 cities on Naboo, our city is unable to grow. I fully understand that it's entirely possible for a city to grow to level 4 and decide not to place a shuttle, though it seems highly unlikely that between the 55 necessary citizens, none of them would find it beneficial enough to add it.
Additionally, there are only 12 registered (assumed level 3) cities on Naboo, which is 3 below the cap for a starter planet.
What I am asking for is some confirmation that either:
a) the planet is indeed supporting 10 cities (their names and locations would be helpful so I could verify that they haven't downgraded)
or
b) there are fewer than 10 cities, but the cap is still "locked" as though the planet were full.
Many politicians have reported similar issues. In fact, there's a theory that the spot WE took up is still taken up by a "ghost" of our city, preventing us from taking back our very spot.
I've been through the hoops with the in-game CSRs and have frankly been disappointed in the result. All I ask is for some resolution in this matter, rather than the old runaround.

I can't even express how truly disappointed I am right now.
My city was one of the second-wave ones. We worked hard for months, walking 3.5km to our city because there were no vehicles. We missed out on the first 15-minute batch of cities because our architect was not available.
When we finally got our city hall deed, I logged in *immediately* after the patch to drop it. I had logged out in the spot and checked every day to see if I could drop it (in case some other city had imploded) with no luck. We eventually were able to grow to a Level 3 with no problems.
We qualified for Level 4 for a long time, but since our planet was capped, I received an email each week that was little more than a "nah-nah-nah, we're terrible at database structuring."
Then one day, it happened. We miraculously received our Level 4 spot. I was completely ecstatic, and set about making a shuttle and theater. Being both a politician and master architect helps in tha regard - I wear my Urban Planner title with pride =)
But then all hell broke loose.
Inactive citizens began to drop. People who had been there for the founding of the city, but whom we hadn't seen in a long time. Their houses remained, so we had a difficult time replacing them as citizens.
Then, while I was on vacation, one person too many left the city. We lost our Level 4 spot.
That was a couple of weeks ago. Today, our Shuttle exploded. We accidentally redeeded the theater a few days ago, but now I'm glad. At least I won't have to rebuild *that* thing.
I know the system is supposed to allow for cities to rise and fall, but this is completely disheartening. I don't even want to log in anymore.
Anyway, there's my story. Hope you enjoyed it more than I have living it=)
I just wanted to note that large cities DO exist which have no shuttleport. At least on kauri. Secret Rebel and Imperial strongholds namely.
I ran across (or more accurately drove into) an Imperial stronghold on Lok which never appears on the map. Before I knew it, I was driving through an endless field of mines, and shot off my bike by an AT-St.
So, these hidden cities do exist. And if a CSR were to give you the location of these cities, I'd think it would be against the wishes of these mayors.
What compounds it is that when your city shrinks any active citizens in the rim will need to redeed their homes to become citizens again.
I realy can not see ANY reason why a town should not have a larger area as its designated zone if it has enough citizens, that does not impinge on database size because it does not mean more buildings, just that they can be more spread out - thats even going to improve client performance!
If the database is realy hosed and cannot deal with all the extra gardens, fountains etc. then fine but as it stands my village simply does not have room for the gardens etc. to which it is entitled, we had to insist that factories were moved out of city limits to make room for more citizens, a PA hall and an aquarium, but thats it, we are full - small houses only for new citizens and no more than 6 or 7 without cramming everyone together again which is simply not going to happen.
I personally don't mind the "inactivity citizen" BUT!!!! they poorly implemented...
The mayor SHOULD have the ability at the terminal listing when was the last log on as citizen. like this:
-less than a week, 1 week, 2 week etc etc.. next to their name. This will help a WHOLE lot and can prepare for disaster.
