Yeah Slim, you might not be waiting long enough. I broke down the chest linked in my sig today and got the RIS segment back.
To answer others questions:
RIS can only be made as battle armor.
When you break down a piece of RIS you get something back called an RIS Segment. This segment is your old GDK scale, woolamander bone, and gurk king hide in one component. It's enough to craft a new piece of RIS in the new system. An armorsmithstarting from scratch would will use a GDK scale, woolamander bone, and gurk hide to create this segment when make RIS for someone, so giving the AS the segment saves a step.
