Because stun is a vulnerability, when you add layers it does not have a "base" stun value to add upon, so you only get the resists of the layers themselves.

I finally was able to use the 12 point suit last night, and I got my kinetic layers at 4% base, and 9% kinetic special with amazing assembly, and double amazing experimentation. (It took me 3 hours to get it, but damnit I finally did, lol) My factory is churning out 1000 of those right now.
Unfortunately I got too drunk to start working on the advanced segments last night, so I am excited about what tonight may bring. I am going to fully experiment the quality line for sure, but with my 12 point suit, I will have like 4-5 points left over. I have no doubt I will be able to hit 80% kinetic special with the 9% layers I am making, so I think 1-2 points into special protection to make sure electric hits 80%, then the rest in encumberance.
It seems like it's going to be hard to get 4 amazings in a row, 1 for assembly, 1 on quality, 1 on special, and 1 on encumberance. We'll see how long I can go before I get too frustrated. My biggest problem last night was a full stomach was holding me back.
100% is 5% base, flat. No decimals there. Only way to get that is from the one crazy crafting day. Best now, with perfect resources is 99% experimentation.
Best for stun is 15%, and that would be 100% experimentation. The best stun you could get with layers is 45%.
Make sure you read all the advice on this thread and experiment experiment experiment. Before you do any factory runs, make sure the layers you are using will get the results you want. If you have too much in kinetic, you are just taking it away from your base. Do notget too excited. I have a note book filled with experimenting when I first started. It took me months to fully understand what I was doing, before all these stickies were added up top.

If you are making triple layered using 3 kin layers stop your factory now! lol. Those layers have waay too much kin in them. If you are using 2 kin layers and 1 stun layer that may be ok.
If making 3 layer kin comp do this. Make 3 kin layers by hand. Max base and put remaining into HAM on each layer. Make seg, max base, rest to HAM. Craft gloves and again max base and remaining to HAM. See/post what the stats are on final combine.
Youmay end up with 80Kin/80Elec. We can ignore the base because it is soley dependant on resources and when crafting you always max the base line first.
Lets say you end up with 78kin 78elec. Make 2 kin layers (may only need to do this on one kin layer), max base, put 1 pt into special (kinetic), put the rest into HAM (in that order). 3rd layer, max base and rest to HAM. Make seg, max base, rest to HAM. Final combine, max base, 1 pt to special (for electrical) the rest to HAM (in that order).
Test using this method and adjust as needed.

Well I took the advice in this thread, and I finally got the finished product. I have 80/80 kinetic/electric with 68% base, and 80/40 Elect/Stun with 63% base. I think I am going to try to make 80/80/5 Kin/Elec/Stun with the too powerful kinetic layers that I made.
