Just to give you an impression, I made a bone chestplate a while back with the following stats:
Energy 44%
Restraint 14%
Electricity 14%
Encumberance
Health 53
Action 26
Mind 6
You can also use voritor scales and add some kinetic resist (like 6 or 9%) at the cost of some energy resist.
The maximum energy resist is probably 50%.

You forgot to state what resist the armor piece you looted has. The fact that the encumberance of your piece is much lower is not a big deal in my opinion since bone armor has very low encumberance anyway. So, I would compare the resists to judge which one is better.

According to a bunch of sites, i should be able to make bone armor at Level III Engeeneer, right... wrong. i cant make a single pice of the stuff, and its really discourageing because i want to be a Master AS, but i could be as much as a week away from Novice AS at the rate im going...
do i have to do something, or is this just the way it is?

bone armor is no longer an artisan schematic
get to where you can make personal harvesters then make those in practice mode till you are a novice armorsmith

Yeah. Alot of that info is pre-cu. It used to be artisans could make bone armor But now you have to be an AS to make any armor at all. Same I belive holds for pretty much all the weapons artisans used to be able to use.
Take heart though as it turns out alot of foods artisans make. Has become -very- useful in the post CU world. So much so that the two cheffs in my guild have gone master artisan and are trying to make +20 Artisan Experimentation/Assembly suits. if they havent allready by now.

Yes, that is pre-CU but grinding out harvestors in practice mode will get you to novice armorsmith in no time at all.

to work on armorer,.. you should pick up some loot cores and make armor with them.. decent XP, make a little money.. sell some cheap armor.. meet some people.. get to know what being a smith is like before you invest tons of time and money
