Are you saying that with armor on and a PSG that that damage is reduced twice? I've seen it in the combat log before, however the number that floats up only indicated that the armor was working, not both.

Coming a bit late to the discussion, but ...
The only one of those vulnerabilities that bothers me is the acid one.
IF, and this is a big if, Tantel were expanded to a full suit, given advanced segments, etc, it could easily serve as an energy-focused analogue for Ubese, perfect for running NPC missions and perhaps even some (very) light PvP.
But as it stands right now, so many NPCs (and PCs) use acid-based weapons, that you're left with a gaping hole that even a PSG (if the Kinetic/Blast/Acid vulnerabilities hold true for PSGs) cannot fill.
So, let's run a little thought experiment ...
Let's say we have been given advanced Tantel segments, and the pieces have been expanded to permit a full suit.
With good (not necessarily great or excellent) materials and no layer, we might expect to see something on the order of
60% Energy
15% Kinetic / Heat / Cold / Restraint
Now, we could add a high-quality energy layer and bump that up to around 75% energy, with the same base effectivenesses, or perhaps even bump up the kinetic to the 30% range. Not bad, but still outperformed for NPC combat by non-layered or "tri-layered lite", save for the encumberances.
We could eliminate the acid vulnerability and pump up the base resists with something akin to an 11/3 acid layer construction, but I'm still not thrilled with that.
Now, if acid were part of the base effectivenesses, then we could conceivably make a Tantel suit that looked something like this, if we were to use one high-kinetic layer.
50% Energy
40% Kinetic
30% Acid / Heat / Cold / Restraint
