I think one of the main benefits of these suits is not needing to find a slicer. Also, this armor usually takes a good beating and has a shorter life-span. It makes the cost of getting it sliced more compared to the time the armor is used. I know on my server at least that you rarely ever see slicers in Coronet, or any city for that matter. They just get too swamped so people only slice for their friends or other favorite customers. With this kind of armor, people can buy it and go right out to hunt. Just requires less prep time.

Obviously the max stun with the max base sliced is the best armor, but I usually only use that kind of armor for PvP. Seems like a waste to use it to hunt high level MOBs that just tear it up.
