What will you be fighting with the armor?
If its PvP your only choice is Composite.
If its PvE I would prolly go with an Adv. Ubese with a Tantel Helm.
Rorrak said it better than I would have. Krayt segs 20% or better, then more the marrier so you can have em all sliced till you get a good encumberance slice on one.

First of all, composite only has one vulnerability, and that's stun, and you only want a stun layer (or multiple) if you're pvping a lot. What you're using this armor for makes a huge difference, as does how you intend to wear it. Are you talking a good overall suit that you'll use for faction missions/hunting npcs that you can wear unbuffed? Or do you want something that'll let you attack 5 players at once and give you a chance of survival (high resist sliced composite, triple layer, very heavy stuff, but can hit 90% to all except elec (80%) and stun (20%+) Expect to pay through the nose like that, and the HAM is usually in the 900-1000 per stat range. It depends on the person's income, but the best setup for a pvp rifleman in my opinion is the following: Find the best armorsmith around who will sell you presliced armor. You do *not* want to deal with slicing this stuff yourself, it's a pain, trust me, it's my business. You have to go through a lot of pieces to get what you want usually. So you say "ok mr. armorsmith, I'm a rifleman and I need a full suit of composite to be competitive in pvp/survive in pve, but the mind enc is killer, I need you to make me a specialized suit. The basic, lowest HAM suit is a full suit of advanced composite sliced for encumberence. Not good enough if you're really serious. I can get mind enc down around 330 for a full suit if a customer is willing to pay for it, but most smiths will not be able/willing to do that for you. What I would want if I were you, is 8 pieces sliced that way, everything *except* the helmet. The helmet, having the heaviest mind hit, will have to get special attention.
For the helmet you have two options:
Option 1: Regular advanced composite helmet, sliced for enc. Beneftis are you don't need any loot, and if the armorsmith could make you the other 8 pieces this should be no problem.
I'd recommend getting krayt segments (not scales, segments, they're very different things) of at least 20% base resists. Don't buy lower than 20%. I guess 19% would be acceptable, but don't by the 10% ones, or 15% ones, an armorsmith can make better segments than that too easily. Most master armorsmith adv comp segments top out in the 18-20% range. The nice part about the krayt segments are they have 0/0/0 HAM enc, instead of 9/9/11 which is typical or 8/8/10 in my case. You'll need 3 with the same serial # to make one helmet. So if you have 6 the armorsmith can try to make 2 helmets. Make sure they're using their best possible resources of course. If the segments are a bit higher %, like 25, or 30%, then the armorsmith can spend less experiment points raising resists (he could get them up close to where the other armor is and leave it) and spend the points instead on lowering HAM, which will take 8/9 mind enc off for each point they spend. So if you can give them 5 points to work with because you found nice krayt segments, you took off 10 or 11 mind enc just by the krayt segment not having enc, then you give them the abillity to take another 40+ mind enc off through experimentation, so you're looking at a 240 mind enc helm preslice, with a 30% enc slice (max is 45%) that'd be down to 160 mind. Very light. If you got lucky and got a max slice it'd be 13x mind enc. Which is a joke. If you get a resist slice you'll have a very nice lightweight helm that you could sell to somebody else. For your purposes though I'd want to go in there with 9 or 12 krayt segments (probably 2 seperate lots) with 25%+ base resist ideally, and have 3/4 helmets made, to give you a good chance at getting an enc slice, then you can give the others away or sell them to make your money back on the segments.
Normally pieces of advanced composite armor tend to be 31 or 32 mind enc per piece for the other 8 pieces. So if you got a 33% enc slice on each of them, they'd be 21 mind enc each, or 168 mind enc for those 8, then you could get as low as 135 or so mind enc on a near perfect slice, or 150 on a very good slice, so your total would be 318 mind or something. Extremely light for the protection it'll afford you. Musician buffs, breath of heaven, and a mind regen food would also help you out quite a bit. I did something similar to this for a friend who is Master Rifleman/Master Combat Medic (don't pick a fight with him :-) and he loves it. His mind stats are migrated to the max, then he uses doctor buffs to get the other 6 up, dons the lightweight armor and walks into anchorhead as an overt imperial alone, and typically takes the shuttle home, still overt, after getting a bunch of kills.
Hope this was helpful to you

Without any layering Advanced Ubese typically hits around 50% Kinetic resists. For a little bit more HAM costs a kinetic layered suit can easily hit the mid 70's unsliced. And it is a bunch cheaper than composite.

Top 3 Armors? Lets see...
1. Composite
2. Composite
3. Composite
Numbers 4 & 5 are also Composite, but number 6 is Ubese. Cost is dependant upon the server, but roughly it should cost at least 200k per set.
don't agree with last guy
if all you are going to do is hunt just go get a couple of sets of ubese and call it good. Most servers have AS with ubese in the 70-74% range for kinetic resists. If you are hunting you don't need to waste you money on composite. COmposite is heavy, you usually need buffs and food/brandy and you rack up battle fatigue like crazy
I recently did pikeman with a set of chitlin armor that was 55% kinetic, the one suit lasted me the whole grind and cost about 55k to make. the HAM was in the 240/240/300 range superlight, and my bars all regenerated like crazy because of the low encumberence.
there is more to life than composite.
If you pvp.....well go get some composite.
When do I know to repair it? What shape will the armor be in?
