This bug Is being Worked on but more info is needed.. Check out this Post... Here Additition
OK.. I see two servers... are there only two servers that are having problems... I need to know asap if anymore servers are having problems... So .. truly speak now.. or No Paintings For you.... 
Ok.. There are a few Servers that are having a problem with 1) paintings switching.. and 2) even being able to get a painting...
So please If your server is having a problem with the bestine paintings speak up now or forever hold your ..... paint brush???
and clarify which problem your server is having...
and.. we have discussed this is not tied to the elections in Bestine.. so no matter who is elected the paintings are always available... Now.. What is the Normal time frame between rotations of these paintings?
and.. ( I am trying to remember cuz i have only gotten 1 scematic from this the first week it came out ) .. You go talk to the curator.. He tells you to get some opinions? and then you come back to the Curator and he will sell you a schematic? Do I have that right?

The voting (for the painting) only determines what painting is available next.
He will always sell you the current schematic whether you vote or not.

When a new painting schematic becomes available, you can see the new painting hanging on the wall outside the curator's office. The curator will then be able to sell you a schematic of that painting. On Ahazi (and I believe the other bugged servers have this as well), there is no painting at all on the wall (it's just empty) and the curator does not give you the option to buy a schematic from him (so you can't even buy the old schematic). The strange thing is though, the voting timer continues, because we can already vote for a new painting in a few days. So when this isn't fixed before the second new paintingcomes out, I fear we lose this new painting forever.
On a maybe not so interesting sidenote, this is not really the first time I've seen this on Ahazi, as it also kinda happened to me last month. I logged in inside the museum, everything was loaded, but there was no painting on the wall. When I then tried to talk to the curator, SWG crashed to the desktop. Upon relogging, the new painting hung on the wall. Later I learnt the new painting had been available for a few hours already... very weird.

This is how I understand the painting quest to work (i.e. how I believe it should work):
You visit the curator of the Bestine Museum and he informs you that they are looking for new artwork to display and asks if you would be interested in participating in choosing said artwork. If you agree to help he tells you about three artists. You visit said artists and converse with each and they describe the type of painting they do (sometimes in very general terms). You return to the Bestine Museum curator and inform him which of the three painters you prefer. This voting period lasts for two weeks and anyone can do the quest.
After two weeks of voting the painting with the highest number of votes is made available to purchase (in schematic form). The painting is hung outside the curators office. Anybody can purchase a schematic from the curator for 48k credits, regardless of whether they voted, but only Architects with the right skill (Furniture 3?) can actually make the paintings. The painting is available for a period of two weeks at which point the voting begins again. (Note: I think the painting might actually remain available for a further two weeks while voting for the next painting is ongoing, but it's been so long since the quest worked on Infinity I can't be certain).
During the two weeks when the painting is available the curator gives two options when you converse with him - buy the schematic or ask how long until they begin looking for the next painting.
The problem:
On Infinity the painting schematic is available for purchase for less than 12 hours. I can personally verify this. I visited the Museum at approximately midnight one night and the curator asked me if I wished to help them decide on their next artwork. I declined. I returned to the Museum midday the following day and was informed that it would be more than a week until they looked for new artwork. There was no painting outside the office and no schematic available to purchase. Whilst there I met someone who had successfully purchased a schematic approximately 20 minutes earlier.
Summary:
Server: Infinity (European)
Problem: Painting schematic available to buy for less than 12 hours
How long has this been bugged: At least the last four paintings, possibly five. Well over three months.

The cycle is 30 days. 15 days of that is voting for the next painting. But you can get the current painting for the entire 30 days untill the next painting is determined.
You do not have to participate in the voting portion to buy the painting. Anyone can buy the current painting during the entire 30 day period it is supposed to be available.
If you want to do the voting then you just talk to the 3 artists and then tell the curator which one you prefer and that is your vote. The artist with the most votes is the one who's painting that the server will get.

Oh and yes the current painting should be visible hung on the wall outside the curators office the entire time that it is available the whole 30 days.

I think the curator actually says 30 days. However, I think that the servers are a little out of synch on their clocks as we tend to get them +/-a day or two from server to server
Not sure if it has something to do with extended maintenance timers on Infinity & Ahazi so far. But for sure, Ket'aboh is right. Paintings has less than 12 hrs to purchase or may be never ever.

Ahazi is missing it's new painting. The current one is normally on the wall outside the curator's office. The spot is now blank. When you talk to the curator, normally, he offers to sell you the schematic and tells you they will begin selecting the next one in a few days. Now he does not offer a schematic at all, but launches into the schpeel about the next vote.
Cycle NORMALLY runs like this...
voting phase:
curator says (paraphrased) "we are currently voting, help us pick the next museum display by visiting these artists..." During this time he STILL offeres the last painting schematic for sale. Phase lasts about 2 weeks.
Painting sale/voting complete phase:
Curator offers to sell you the newest painting schematic. When questioned, he will also tell you the next selection process will start in "more than a week", and eventually changes to "a few days".
I don't know if this has been tested, but it seems to work on a "true" week, meaning the whole painting cycle happens over 28 days instead of a month.

Has the quest actually been fixed, or working for people? I tried it about a month ago and when I went out to the NPC's he mentioned (no waypoints to them, had to find the info online).. they never said anything to me other than idle chat that didn't related to what style of paintings they do. Go back to the musem and he asks if I want to help.. which I thought I was doing.. but guess I was fooled into an errand that got me no place
