I believe that you are a little off-base about the source of the high-BER fusion generators. I ended up owning 6 of them, with rates from 18 to 28, and was able to track down the source of every single one of them. The 28s started life as pre-patch fusions (rate 11, 100k storage), but were made by an architect that was a stickler about expermienting on everything.
I was running a fusion farm for my PA, and two of the units were for aplayer that was waffling about whether he was going to play or not. I had stored up a lot of power for him, and pulled the units up and stuck them in a backpack. waiting to see what he was going to do. On the day before the patch, they were *definitely* Rate 11 harvesters. On the day of the patch, they wereBER 18/19.
About a month later, another player gave me access to his stockpile of resources. He was on the Jedi grind, and was past the crafting part of his life. I was poking around in his backpacks, and nearly spewed my drink across the monitor when I saw BER 28, BER 27, BER 25 and BER 22 sitting in a backpack. I sent him a tell asking where he got them, and he was completely clueless about them being so good - because he had not had them out for several weeks preceeding the patch.
I was cursing at this point, as the harvesters that I did have active on the day of the patch wereallBER 13 at 100k storage. So, I talked the second guy into letting me use his harvesters for a while, too. I chatted with him about the origin of those guys, and he reminded me that the architect he had purchased them from took great pride on full experimentation . . . even when it did not matter. That was how we ended up with Rate 10 Heavies on the very first night (later bumped up to rate 13sduring the second patch).
The long and the short of it is - every single BER 16+ fusion that I found was stored in a backpack on the night of the first patch . . . the night that Blizzard updated all of the rates and sizes. We know for a fact that Blizzard botched the updates for the Solar generators - they all ended up BER 8 with 5k of storage on the night of the first update - I always assumed that they *also* botched the update for "fusions in storage" - but in my favor.
I earned sooooo much money from those things before I retired

This would explain why you don't remember making any fusions like that - and tell me, would you really have missed that detail? I agonized over every single "good" (or worse) experimentation result on every harvester I made when I was an architect . . . didn't you?

i got my hands on some high ber fusions, and cant seem to find any problems with them though. looks like they work fine for me

Oh yes they work fine.
I mean that the BER 20+ fuionswere created as the result of a bug.
