I think TH has a post somwhere about SEAs in general but here is the cliff's notes version.
SEAs come in 2 flavors. Skill tapes and armor attachments. Sill tapes must be dropped (drag and dropped) onto clothing with slots. Once dropped, you cannot remove the tape. Armor attachments must be crafted into a piece of armor by an armorsmith. It also cannot be removed.
SEAs will add to your skill mods. For example, a master pistoleer has +74 speed. A +5 Pistol Speed tape will give him +79. You can add up to +25 over the mods that you have received through training. That means you can go as high as Pistol Speed +99.
Depending on the mod on the SEA, you will get different benefits. Some will add to terrain negotiation, accuracy, speed, take cover, etc. Only the highest mod on a multi-mod SEA is used. So a pistol speed +5, take cover +2 and bleed resistance +1 tape will only use the pistol speed.
These are looted items. You can loot them from NPCs, locked containers, various dungeons, etc. Anything you can loot potentially can yield an SEA.
As for the first question, you can only put one skill tape of each type in an item, the others won't do anything. So you can only put either the +5 pistol speed, or the +6 pistol speed, in the shirt. You will need to put the other tape in another appropriate clothing/armor item to get it to work.
As for the second question, ubese bandoliers and shirts don't decay because they don't have any condition on them.

thanks for the info . do you know anything about a possible future nerf to 0 condition items and do you think it will affect our beloved ubese shirts and mabari belts ?
