Sorry, you're completely wrong on this one. Garages are a civic structure and can only be placed by the mayor, like the cloner, bank and shuttleport.

More often than not, it's a server boundry issue when they don't work. Get your bike out, ride up to it, and click on the terminal of the garage (which will register you into the new zone) and you should be able to repair your bike without problem.

I recently had a discussion with CSR's about the garages. Our longstanding garage in Synergy decided it only wanted to work on occasion. ( never had the problem before, and it's been down for ages) I even made a new garage before contacting CSR's. Apparently, it is a known issue and they are working on it. Give it time. Ours seems to be functioning now on a semi-normal basis... though sometimes it glitches. Best of luck.
