Usually get the message 15-30 seconds after mastering last profession. However as stated above if you have too many characters you may never receive the actual in game message.

Just wondering how pifes (Pistoleer-Fencer) do in general. Are they more of a pvp or a pve template?

depends what kind of PvE, i own the Squil cave faster than any other melee proffesion i've seen there, and ranged too(these are masters wearing their tags i'm not counting people leveling) and i'm unarmored while they wear full comp. we suck at high end yes, but at middle and low we are one of the best as there isn't much armor, and we dodge most hits. Go Fight a hoard of Black Sun Henchmen, you'll be amazed at how much they miss you but watch the bleeds

looted 9 163 min 106 max damage acklay bones today... and i have 7 geo solidifying agents with 23 max damage 685 integrity.
what kind of a scythe or powerhammer would this make IF it was say... 30% damage sliced?
trying to figure out if i should have someone make em or just sell them

not sure one the damage, should ask the weaponsmith forum they do the weapon making.
powerhammers can take the bones.
scythes can take the agents, but you need a sword core scheme and some cubes to make the cores.

have the CSRs reverse the min and max on those bones before you do anything with em, otherwise they're considered illegal and can be taken away...
acklay bones dont go into scythes, and they completely replace the power core in PHs, so you cant have the solidifying agents in with them... but with a 30% slice or so you could get around 760+ max w/o a PU.

when min > max, it means they are bugged. just send a ticket to csr and they will revert the stats
