I don't believe that changes have gone in for experimentation, but I do think that they nerfed the results when they put in city modifications.
I get more "good" and "moderate" but my results with great are the same as always. IMHO you should make sure you are using the exact same resources as before. BTW turbine qualityhas no more effect than storage unit qualityor wall quality.
In my experience (UT+UT+Heat+Shock)/4> 915 or so (I alwas use lube oil)gets you 14BER fusions every time even with 91% ore mining units (my new ones are 93%). IMHO never experiment on these, the tiny increase in hopper size isn't worth the risk to BER (a failure on hopper size gets you a 13BER fusion!).
The same stats will take 2-4 tries to get the two "great"s you need for a 13BER harv to make your schematic.

i have used tools in the past up to 1%....they havent yielded any different results than a 100% tool

Regardless, i appreciate everyones help but i think this shows that we all really have no hard facts about crafting or how tools and stations really effect anything. Everything is basically conjecture on our parts.
we will all get to see how the new crafting works soon enough anyway
