Actually, the harvester doesn't exist if nobody is next to it, so the game doesn't know the Harvester stopped. The harvester doesn't really stop until you go to it and open it. At that point it recognizes when the resource it is mining was depleted, and how much it mined before it depleted. In order for them to make it work the way you describe the Harvesters would have to be in-game all the time, which would suck up resources, and bog down the game for everyone.

Actually, that is also precalculated. You've placed the materials in the Factory, and the factory calculates how many it uses up for each item and how long until it runs out of material. There are other elements to this, but that is the simple version.

It just doesn't make sense to place the bonus' in the Architects tree.
Any bonuses should go in the Surveying tree, or into Master Artisan, until the Devs finally wise up and give us a Miner profession.
