ok we placed our city hall many months ago too close to the water....now half of our city "useable" lots are in water, can we pick up the city hall and move it back away so the radius is more land than water? How will it affect the city? Any chance of losing anything ie. shuttle etc...? thanks in advance

You would need to go all the way back up to your current level again - meaning one rank per week... As far as I know you would also lose the things you are not supposed to have at your current rank (then) - for example a shuttleport...
