That's a big no. City ceases to exist the second the hall is destroyed.

just started my city , how many items canmy city hallhold and am i the only person allowed to pick up /drop items in there as im not able to make an admin list ?

City hall holds 250 items, and you can not put anyone else on the admin list (it doesn't have an admin list) so you are the only person who can place/pick up/move, etc, while you are the mayor.
If someone else gets elected you immediatly loose all access to the City Hall (and all other civic structures) and the new mayor gets it.

Technicaly the city hall does have an admin list ... only it was never accessable from the structure terminal ... and since the devs took away the /commands in civic buildings due to people using /setpermission ban NAME to ban people not voting for them from the city hall you can't access the admin list at all anymore.
Practicaly, yes ... there is no admin list
And since you could lose your access to civic structures due to a hostile takeover (being outvoted) you should think about storing personal items in your city hall (can't really store anything in your clone center, anyway, because it all warps into the clone cylinder and you can't get it out without CSRs)

PS ... If by city hall you mean the city itself ... you can't rename the city hall ... but to my knowledge only naboo and corellian halls even have structure signs

Forgive me. I'm sure this answer is in the forums somewhere, but I'm (Decio looks around the office to see if his boss is looking) really supposed to be working and was hoping for a quick answer.
Is the politician the only one allowed to have Admin to the City Hall? Is there no way to give anyone elsein the city admin access to decorate the town hall?

No way to give admin.
You =could= give someone your account information and have them go in as you, but... that's not allowed under SOE rules, you could lose your account for doing so, and for certain if anything goes wrong (and a =whole=lot= could go wrong!!!) CSRs won't help you in any way. You are completely on your own.

Or you could simply have someone else win the election and finish the job within their 3 week time period. Same risks where they taxes, militia, citizenship, and/or city itself can be held as ransom or such but that's why you talk to trustworthy decorators.
