Maintenence Rate is per 15 min interval. Multiply the Maintenace figure by 96 to get the daily rate.
The down side is that radioactives can dry up for a planet (or even the entire galaxy I would guess if the dice rolled just right) just like any other mineral.
So if you get one, don't sell your solar or wind harvesters until you get a good stockpile to get you through the dry periods.
The formulas for maintanence, power, and harvesting are as follows:
Maintanence: Rate * 2 * 24 = Credits per day. Rate of 30 = 1440 credits a day.
Power: Rate * 24 = Power Units per day.
Harvesting: Rate * 60 * 24 = Units of Resource per day. Rate of 13 means 18720 units a day, on a 100% site.
That means a single Fusion Power Generator, on a 100% spot, can supply power to over 15 Medium Harvesters (not sure how much power a Heavy Harvester takes per day - what's their power rate, 45?).
Obviously, a lower resource % will change that.

FWIW there are a few different takes on maintenance. Those who say that the rate is paid every half an hour are correct.
What is the general consensus on the effect the energy potential of the radioactive ore has on the amount of energy the fusion reactor produces?
Logically you would think that higher energy radioactives would allow the generator to produce more energy. Does just the concentration amount of the ore determine the amount of energy produced?
What resources do they take to construct?
Have you done a matching guide to solar collectors?
You can go to www.swcenter.com to get schematic details but currently they don't tell you which parts need to be identical (factory made). Here it is:
Aluminum= 2500
Carbonate Ore = 1250
Chemical = 750
Copper = 1250
Inert Gas = 75
Low-Grade Ore = 11450
Metal = 4520
Non-Ferrous Metal = 950
Reactive Gas = 1000
Steel = 1420
TOTAL = 26065
***NOTE***
This is assuming you have the manufacturing schematics for the Generator Turbine, Small Structure Storage Module, Manufacturing Mechanism, Storage Module and Wall. Chances are if resources changed you'll have to extra of each to make the schematics. You're looking at a little over 30k in that case.
