People shouldn't have been able to build and burn to begin with. Upkeep the harvestors is they way to do it.
I have 7 harvestors running for the past week and I always keep them in 100% shape and with power. I have yet to let one go and burn. Keep funds in there for a day or two of running and you won't have any problems.

I dig on the patch m'self. I was pissed at first, because I just found out the night before that you could run harvesters into the mud and still collect. My friends and I have been running me a bunch of harvesters and running all over the damned place to put power and money into them to keep them going. It was crazy work, and mostly pre-architect. I was excited at the news that I didn't need to, and then upset about the patch.
With all the talk of architects and economy, I'm now thrilled about the patch. I'm glad it does this. It specifically addresses some economy related anomolies created by large power-gaming groups for the first chunk of game time, while also fixing a pseudo-exploit in the harvesters which helped facilitate that unbalanced pricing structure.
Yes, I understand that you can be profitable at 10k a house. Yes, I understand that nobody can really 'set a price', especially considering that there are many different cities on many different planets on many different servers, and I can't expect something to cost 10k on Tyrena.Corella.Lowca because it cost 10k on Moena.Naboo.Bloodfin.
Understanding all of that, you can still look at the market and see places that are out of whack. Look at the price of the raw resources. Look at how ore seems to be hard to find in over 50% veins anywhere that I have looked or talked to other people, on a small number of different worlds and bboards. Look at the materials-to-price ratio of weapon, armor, and droids.
I know it takes a few minutes to harvest from your harvesters, and craft a house at your station. But if you were willing to invest a little more time, you'd get a large number of high-profit weapons, armor or droids for the same resources. That is where the economic balance issues exist, and I think this patch (and the fact that the power-architects should be done with their PA halls soon and bored stiff, willing to make PA halls for new guilds at reasonable prices) should clean up these issues pretty quickly.
