Can't tell you what steel would be good enough without knowing what server you're on. Try using swgcraft.com to find out.

As far as hitting 99% on you OMUs... unfortunately, we can't see the rest of the mathematical result that's hidden from us. For example, you may be getting just above 99% to 99.1% when you need to be hitting 99.9%.

I wouldn't recommend using a free resource deed. It takes 1140 steel (740 for 2 OMUs + 400 final assembly) to make one mineral harv. Assuming you have another metal besides steel to use which averages 981+, you would only be able to make 26 harvs. If you have to use the steel for the metal requirement as well then it would take 2540 units to make one mineral harv which would only give you 11 harvs. Not sure what they sell for on your server but whatever it is I seriously doubt it's enough to justify using a 30k resource deed. On my server you would lose 3-4 million doing this.
