Yes. One will get used up in making the schematic for the BPHs, and you will have 10 that you can use whichever way you want

If i have a set of 9x of the same serial number Krayt Tissues can i get 2 Laser Rifles which were listed as needing 4 tissues each?

Yes. Again, the first will be used in making the schematic, then you will have 8 left over for whichever combination you want to use them

So i guess basically are all the numbers listed already including 1 for the schematic so if i have a large set of the same serial number i can get multiples of the same krayt enhanced gun?

Yes
