Basically your second idea.
If you have OQ of 300 and CD of 600 then the final build quality will be (0.5 x 300) + (0.5 x 600) or 450, or rather the max experimented build quality will be 45%.

Yup...So you could play with numbers a bit to see what give you the best total value. Let say it requires 66% CD / 33% OQ.
This mean CD is more important that OQ. If you have a Steel that is 632 CD and 900 OQ, vs a Steel with 787 CD and 800 OQ. You could calculate which will yield better result.
(66% * Steel CD) + (33% * Steel OQ) = total.
The higher of the two total is what you should use in your crafting.
