I had a theory about being buffed and armor wpn repair.

So over the last 2 months i would only repair wpns and armor while buffed.

Out of100 repairs i got 0 falls apart and got minimum condition lost 15 times(unbuffed i never get a min cond lost).

Please tell your friends to give this a try i was using 100.0 tools but i dont see why 99% tools and buffs wouldnt yield the same result.
