i found a small amount (before the supply dried up, I only got 70ish) of

gallinorian rainbow gem , crystalline gemstone, OQ 856

and just hit a vein of the green diamonds (surveyed 76%) that just cycled in;

carbijante, green diamond crystalline gemstone OQ 362

I have heard the rainbows haven't even been found yet on some servers (???) and that the green diamonds are also super rare??? can anyone confirm??? btw, on kauri server

So is this a harvestable resource, or a loot drop? Where can we get some, I'm curious about stats and such, as I've really never even heard a whisper about this stuff.

its a havestable resource, but cycles in very rarely and disappears rather quickly as well... thats about all i can tell ya. as for stats, they vary as well and different stats mean different things to different artisans depending on what they are making.
