I was looking at the Schematic for a blaster-power handler, and I see that it requires Inert Petrochemical, and the experimentation is based on 66% CD and 33% OQ but Inert Petrochemical doesnt have CD, so does it change to 100% CD for the chemical? Sorry if this sounds really stupid

You could say that. It simply factors the resource in without the CD, as though it was never a requirement at all.
At least thats how it works to my knowledge.

that should be how it works, I'm a BE/WS and in the BE components its 33% for pe fla and oq, and some things call for flora structural or organic and neither have the pe and fla stats, so it goes 100% oq on those.

I think you're right Etrigan, the bar on the side of the resource turns black when the stat is not going to be applied and the average on the bottom right side doesn't change.
