My char has a +13 to weapon repair and I have noticed that while wearing I get way more "... minor blemishes." than I do without it. Take that for what you will.

Prior to Publish 5 I don't think it made much of a difference. However, after that with 99.99999% repair tools and the + mods to repair it makes a difference. Take for example the Publish 6 special loot of Weaponsmith Toolkit that adds +3 to repair. If it did not matter I don't think even the Devs would be as so ignorant to put something in such as this that would not help.
Not sure if that is cold and hard enough for you but it convinced me. Hehe.

LOL.. um... like the tailor apron with +5 experimentation?
Or how about that droismiths toolkit?
Sorry, just thought that was funny.. but I do agree with what you say about repair SEA's and tools. They definitely make a difference, but I have too much of a life to sit around all day and give statistical evidence.
I will say that from a test someone did, repair SEA's don't seem to help in the hands of a non- WS.
Regardless, I get incredible results repairing- all my friends bring me their repairs. I get alot of hugs and kisses for it

I get minor blemishes all the time with a mere +2 weapon repair tape, and the 99.801% tools help.

And now, the other point of veiw. Which is....
If there is a skill mod for the skill the SEA is adding to, then yes, it helps. But, if its like two hand damage SEA, it doesn't do anything. The reason is that there is no skill mad in any skill tree that is listed as two hand damage.

I have heard that the master weaponsmith right now has no advantage over anyone else in repairing weapons due to bugs. I'd expect the tapes to make a difference but haven't seen any hard evidence to suggest it is true. I also expect that high quality tools make a difference. Again, I've not seen any hard evidence to prove this. It is much like the mystery of high quality crafting tools and stations? Most of us use them expecting a benifit, but I don't think it has been quantified in any way.
