So on a crafter we need +10 worth of skill tapes to gain 1 exp point. Is the same idea true for all professions & all skills?

Meaning, well Warcry for example, would I need a certain amount of skill tapes before they become effective? Ordoes a +1 Warcry tape actually help? Or +1 Cover, or +1 1 handed defense...
