I need the following resources,
Thoranium Steel
Skevon Reactive
Hydron-3 inert gas
If anyone could give me a heads up on where I could find these resources, I would really appreciate it.

I'd personally start looking for them in the ground. You'd have more luck there.

Err.... you're trying to make heavy warhead mechanisms? Whatever for? All they're good for is decoration.
To answer your question, Thoranium and Hydron-3 spawn rarely, so every few days or so look on different planets to see if they've shown up. Skevon seems to be more common, so if it's not spawning on your server now, it should be within the next couple of weeks.
