My initial thought is, "Damn, that's scary"... but then I think back to the old days when cities could not get rid of mayors who no longer played. Is that why this is like that?

Yup, was changed because some cities were left for months without an active mayor. If I remember rightly the CSR's wouldn't do anything about it..you just had to get enough citizens to vote out the old guy (or gal).
that's why we have this system currently in place. a lot of folks were complaining that they had trouble voting out "dead" mayors

In a three week voting cycle any citizen can register to run for mayor the first two weeks. The third week they can't. They can vote once anytime in that three weeks.
If you -don't- register to run, and no one else does, you will still remain the mayor. But you won't be on the ballot, people won't be able to vote for you, and you'll miss the XP you could have gotten from their votes.
If you don't register to run and someone else does... at the very last minute of the second week of the cycle... their name will be the only one on the ballot, you won't be able to register, if no one else in the whole town votes for them... their own one vote is enough to win the election.
Don't let this blindside you! As soon as you win one election, register for the next one.
With the introduction of damage caps and the new slicing system it is possible to damage and SAC cap a CL54 Rifle with ~155ish Krayt Tissues and a 4% slice or ~125ish Tissuesand a 8% slice (depending on resources), maybe thats why people tell you it would be a waste.
To damage and SAC cap your rifle without slice you would need ~190ish Tissues.
Keep in mind, that the values of the Trandosh Rifle Barrel may be different from crafted ones. Mine was about 35 damageso I took the 170ish and gave it a 4% slice. I wasted maybe 10-20 damage but a damage and SAC capped trandosh rifle is definately worth it.
