okay so I have the schem now what else do I have to take a WS to make an uber de-10?

You also need a DE10 barrel, which is also looted from the DWB.

sorry what I ment was a shopping list :-) like you need x many yellow barrels and x stat tishue etc. but I need to know what stats and how many

You need the schem ,Barrel(preferably yellow taged) and 3 Identical tissues( the higher the stats the better-base is 30 max -0.3 spd)

As for the resources ,any good smith should have that stuff.
