I'm a Master Pistoleer and I own a very nice DE-10.
The condition is 880/1020 If I remember correctly
When is the best time to have it repaired and will
a Master Weapon smith have better results?

You probably want to wait until it's below 50% condition before repairing it. In theory Weaponsmiths are supposed to have a bonus for repair, but I haven't really noticed a big difference myself. Others may have a better idea than I do. I'm not sure if any other factors make a difference, such as repair tapes or tool quality (though it's not that hard to get a high quality tool, so you might as well just in case it does make a difference).
