I apologize for the basicness of this, but I'm having a hard time understanding the values on resources. Not what SR, UT, OQ etc. mean and how they apply to our weapons, but if all resource categories of quality are measured out of 1000? I see on Fooman's tools that resources that spawn are sometimes far less 1000, but are listed often as >95% in quality. For instance, one type of steel with an SR or 799 may be noted in the top 5%, while another with an SR of 855 maybe only in the top 10%.
I'm wondering how I can know the max values of each resource category? Are they all out of 1000?
None of this is written down that I can find, so I'm wondering if I'm wrong/confused and if all resource category values are indeed out of 1000 (and for reason Fooman's reports differently). Thanks.

Sorry, what are they? I think that's what I was asking more obtusely (stuff out of 1000). I'm really new to a lot of things.
