As you said, there are different opinions on that. General Consensus is, it doesn't work. I, being the optimist, say it does. I can't give you facts or pleasing yay saying stories to support. I just think it does. I have +13 to repair, and I like to tell myself, that it works

Besides, come CURB, it may be fixed, should it not work, and people will have their weap repaired from Weaponsmiths, preferably those with + to repair. My advice: stock up on repair tapes, just on the off chance.

Sorry to burst any bubbles but in it ranks with grenade assembly/experimentation. They don't work. If there isn't a skill in any of the trees, thats usually a dead give away. Just like one-handed evasion, that skill doesn't exsist, hence that skill tape doesn't work.

But let's all cross our fingers and hope that all these bunk tapes will some how be fixed in the CURB.
