Yeah, it's a stupid question, but I have heard the term so often but really have no idea what it means. Any explinations?

someone who collects +20 exp points from CAs is is given 2 more experiment points. This on top of the 10 experiment points given at master totals 12 points

Is that in "weapon assembly" or "weapon experimentation" tapes? Or is there only one?

still depends highly on resources. but the extra 2 points mean that they can put 2 more experimentation points in the experiment stage of making an item.
All of this won't make a real difference if you are using uber resources. However, with the uber resources and the extra two points, you can make some of those rare uber items that we see once in a while.
but it doesnt happen way too often which is why these items are uber to begin with

12 pt ws isnt all that important to WS today as long as your resources dont stink, tho after CU with speed and damage on seperate lines noob smiths will not be able to compete at all with 12 pt fs smiths.

Not necessarily. Some weapons are capped, some will require speed, some will want damage. With no more range or HAM costs they might not be that much at a disadvantage. Though a 12pt smith will always have better weapons. 2 extra boxes to experiment on.
What will be a huge shocker is if damage experiment and speed experiment require 2 dfferent stats on resources
Like SR and HR for damage/ Con and OQ for speed. I can see SOE doing this to us lol.
