weaponry rate of decay is currently exactly the same as preCU. armour, i couldn't tell ya. however, if your using a pupped weapon, the rate of decay is accelerated. but also keep in mind and always consider that weaponry crafted postCU comes with a condition 100-200 less than it did preCU!
