If I am not mistaken the deal is that in the CU the LLC was split into 2 weapons level 14 and level 30 both suck ,as is neither are anywhere near what the old LLC was. I think what they are doing is making the level 30 version a MBH weapon (hopefully raising the damage atleast back to where the old LLC was).

So yes Weaponsmiths have the schematic already but need to wait till patch 19 where they switch the stats. Hopefully they make the switch retroactive and up the stats on all the level 30 to what they should be at level 54.

If they do that, they had better convert my old LLC's back to what they were, I had several 1k+ dmg ones pre-cu that got converted to crap.
